Strategic Priorities for 2011-12
The VGPB remains committed to overseeing implementation of a new procurement framework. In 2011-12, the VGPB will focus its efforts on providing the necessary guidance to ensure consistency of its application across Government. Supporting departments in their transition to the new framework will be a substantial task for the VGPB and will be a central focus for the next year.

The VGPB’s core strategic focus in 2011-12 is to ensure the successful implementation of its new procurement framework. Successful implementation of the new procurement framework will be underpinned by the VGPB’s engagement with key government stakeholders and the supplier network to ensure that the principles and benefits of the reform are communicated in a consistent and transparent manner. To support the effective implementation of the reform, the VGPB will launch a new procurement website.
Supporting the development of procurement capability across Government to successfully implement the new procurement framework
A key component of the VGPB’s implementation of its procurement framework is to ensure departments demonstrate sufficient skills and capability to conduct their procurement activities. Departments are required to demonstrate ongoing commitment to developing procurement capabilities, adopting a strategic approach that aligns a department’s procurement profile with the skills needed to meet their procurement objectives.
Taking a broader view of value for money
Value for money in procurement is not only about the best price. It can involve a balanced judgement of a range of financial and non-financial factors, for example, the mix of quality; cost and resources; fitness for purpose; timeliness; risk and total cost of ownership.
Within departments and agencies, various initiatives aim to deliver direct and indirect benefits to the Victorian community and economy. This includes aligning government procurement of goods and services with opportunities to deliver economic and other broader government objectives on behalf of the Victorian community.
To support its policy requiring departments to undertake appropriate strategic planning of procurement activities, the VGPB will develop guidelines enabling departments to apply a consistent approach when seeking to achieve broad value-for-money outcomes for the Victorian community and economy.
