The Victorian Government and has adopted a strategic approach for planning, establishing and managing whole-of-government contracts to improve value for money outcomes: State Purchase Contracts (SPC) Policy
The Department of Treasury and Finance (DTF) has completed the tender process for the establishment of a new agreement for the provision of cash and banking services.
The State of Victoria through DTF (as the lead department) has entered into an agreement with Westpac Banking Corporation (Westpac) for a period of five years commencing 1 October 2011 and expiring 30 September 2016 with one two-year extension option.
Westpac were appointed as the State’s provider for Transactional Banking (Module 1), Customer Payments (Module 2) and Corporate Cards (Module 3).

- Availability to access 195 Westpac branches and Australia Post centres.
- Same day value for deposits received through Australia Post before 3.45pm.
- Management of Australia Post as a sub-contractor.
- Visa Card reporting functionality and compliance management service modules.
- Relationship Management framework and calling program.
- Service model - dedicated single entry point into Westpac.
- Continued investment in product development.
- Working closely with departments and agencies in order to maximise efficiency of cash management systems and functions.
A project management structure has been established by Westpac for managing the transition of departments and agencies and their banking arrangements across the three contract modules.

Who can access
The Department of Treasury and Finance has entered into the mandatory agreement on its own behalf and on behalf of Budget Sector Agencies and a Government Owned Entity, namely:

Other entities wishing to acquire services from Westpac
If the entity is a Budget Sector Agency (other than a Budget Sector Agency specified in the agreement), a Government Owned Entity or a Government Supported Organisation, the process to obtain access to the agreement is detailed in How to use this Contract
Utilising the SPC is optional for a Government Owned Entity or a Government Supported Organisation that has not entered into a Confirmation of Services with Westpac. If these agencies choose not to use the Westpac contract and utilise their existing non Westpac service providers ( eg Australia Post for Module 2 – Customer Payment Services) , it is the responsibility of these agencies to negotiate their own agreement with their choice of service provider.

The role of the departmental representative includes:
managing the each service agreement on behalf of their agency; being accountable for retaining their copy of their agency confirmation of service agreement; implementing and supporting identified value for money and continuous improvement initiatives; verifying and reconciling all SPC fees and charges for their agency, participating as the main point of contact with the lead department’s category manager and a conduit for communications to their department; and
managing all queries or issues of a day-to-day operational nature with the Service Provider.
