Following retender of the contract earlier in 2010 under an open competitive tender process, a new State Purchase Contract (SPC) was awarded to Powerdirect. This new SPC is for the provision of electricity to selected Government sites consuming less than 160MWh (<160MWh) per annum.
The SPC covers nominated commercial and non-commercial sites within the government portfolio.
State Government Entities eligible to use this SPC
Such Entities include:
- Budget Sector Agencies: each Victorian Government department (as defined in section 3 of the Financial Management Act 1994 (Vic)) and each office (as defined in section 16 of the Public Administration Act 2004 (Vic). All such Budget Sector Agencies are mandated to use this SPC;
- Government Owned Entities which are:
o A statutory corporation;o A State owned company or a State body as those terms are defined in the State Owned Enterprises Act 1992 (Vic);
o A corporation limited by shares of which more than half are owned beneficially by the State; or
o A company limited by guarantee the majority of members of which are appointed by or on behalf of the State.
- Government Supported Organisations (e.g. charitable or other not-for-profit) that are funded, managed or sponsored by a Budget Sector Agency.
The effective date for the new SPC is 1 November 2010 for an initial three (3) year term ending 31 October 2013. There is an option to extend the SPC for a further one (1) or two (2) years.
This SPC removes the need for Entities to sign individual contracts based on retailers’ Standard Retail Contracts.
