Victoria's Greener Government Buildings (GGB) Program
The GGB program was established by the Department of Treasury and Finance (DTF) in 2009 to address the energy efficiency of the Victorian Government's building portfolio. The program's objectives were to deliver greenhouse gas reductions, water efficiencies and cost savings to Government by facilitating the implementation of energy and water efficiency projects at its existing buildings and infrastructure.
In 2011 the GGB program was the winner of the Government category of the Premiers Sustainability Awards.
How is energy efficiency delivered under GGB?
The required methodology for delivering these projects is Energy Performance Contracting (EPC). Under the GGB program, Victorian Public Sector Entities are required to undertake EPC projects at their facilities and implement all energy and water conservation measures that fit within a blended simple payback period of seven years.
GGB Program Targets
By 2012, GGB aims to address sites accounting for 20 per cent of Government’s total energy consumption in this manner. By 2018, 90 per cent of sites should have gone through this process.
In meeting these targets, it is forecast that the GGB program will deliver a 25 per cent reduction in Government’s annual greenhouse gas emissions over a ten year period.

The Energy Performance Contracting (EPC) Services Panel
In order to provide an efficient and consistent process, the Department of Treasury and Finance (DTF) has established a panel of pre-qualified organisations to provide EPC services to departments and agencies when implementing GGB projects. Members of the panel have demonstrated required competencies, and in most cases have previous experience in delivering EPC projects.
Rules of Use of the EPC Services Panel
Victorian public sector entities interested in using the panel should contact the category manager on the details below. All projects implemented under the GGB program are facilitated by DTF staff.
To ensure compliance with the program and targets, departments and agencies undertaking GGB projects should follow the process as described in the Greener Government Buildings Guidelines (2 MB PDF).
Note that while use of the panel is recommended for GGB projects, it is not mandatory to do so.
