The Servers, Storage Equipment Related Products and Services State Purchase Contract (SPC) was originally established by the Department of Human Services in 2008. Following the introduction of the Efficient Technology Services program and a machinery of government change, the nine panel contracts were transferred to the Department of Treasury & Finance (DTF), who subsequently became the lead agency in 2010-11.

As a non mandated SPC all Victorian Government departments and agencies are able to utilise the panel arrangement by signing a Memorandum of Understanding (MOU) with the Lead Agency, DTF.

Although it is not mandatory for departments and agencies to purchase off this panel, in accordance with the SPC Policy, once a department or agency who is bound by VGPB Procurement Policies has signed an MOU for access to the panel contract arrangement, they are then mandated to its ongoing use until the expiry of the contracts.

The panel consists of nine companies within three separate Product Ranges at defined discount rates off list prices. These are:

Product Range A: Servers, Related Products and Services;
Product Range B: Storage Equipment Related Products and Services;
Product Range C: Maintenance of Legacy Equipment.

The panel arrangement has been established for an initial period of three years to 30 June 2011. In addition, there are options to extend for periods of up to 2 years for a total contract period of up to 5 years.

The first extension option for a period of 12 months had been exercised beginning 1 July 2011 and ending 30 June 2012. A second extension option of six months has been exercised bringing the contract end date to 31 December 2012. A further six month extension option remains.
